Regional Water Reclamation Facility

MSWD’s new Regional Water Reclamation Facility is a vital component in the expansion of the District’s wastewater treatment capacity. The project includes the construction of a 1.5 million gallons per day Sequence Batch Reactor (SBR) wastewater treatment plant that will dispose treated secondary effluent in on-site disposal ponds. The project also includes an operations and administration building that will house a solids processing area, chemical storage area, maintenance area, administrative area, electrical room, and blower room. The project will increase the District’s total wastewater treatment capacity and alleviate a portion of existing wastewater flows currently going to the Horton Wastewater Treatment Plant. Two accompanying projects, the Regional Conveyance Line and M2 Septic-to-Sewer project, are also under development.

Project Location

The Regional Water Reclamation Facility is being built on 60 acres of land already owned by the district between 19th and 20th avenues in Desert Hot Springs, adjacent to the district’s solar installation.

Project Benefits

The new Regional Plant will expand our service area and provide wastewater treatment to homes and businesses currently unable to receive service, which is essential to protect our valuable groundwater supply. In the future, the state-of-the-art facility will produce recycled water – a valuable alternative source of water – critical to the continued growth of our region. In addition, the new plant will lessen flows at the District’s Alan L. Horton Wastewater Treatment Plant, extending the facility’s operational life by as much as 10 years.

Budget
To minimize the financial impact of construction costs on our customers, MSWD has secured State grant funding to cover the $68 million cost for the new Regional Water Reclamation facility and the Regional Conveyance Line and Collection System projects.
